Exhibition of collections of previous Beijing Biennales at the city of Panjin, the second stop of the tour exhibition falls on the beautiful season of spring when everything comes back to life. The exhibition is co-sponsored by the China Artists Association, the CPC Xinlongtai District Committee, Xinglongtai District People’s Government of Panjing, executed by the Arts Center of China Federation of Literary and Art Circles, Liaoning Provincial Artists Association and the Publicity Department of the CPC Panjing Xinlongtai District Committee and assisted by the Panjing Municipal Artists Association and the Liaohe Art Museum under the theme of “A Dazzling Shine under the ‘Belt and Road Initiative’”. The opening ceremony is held at the city of Panjing, Liaoning which is hailed as “Petrochemical Base”, “Land of Fish and Rice” and “Wetland Capital”.
Opening Ceremony
The opening ceremony is hosted by Xu Wenxin, the deputy district director of the Xinglongtai District People’s Government of Panjing, Tao Qin, deputy secretary of the party leadership group, vice secretary general and counsel of the China Artists Association and Zhao Shijie, vice chairman of the Liaoning Provincial Artists Association and chairman of the Panjin Municipal Artists Association and Shu Ran, vice secretary of the CPC Xinlongtai District Committee separately delivered a speech. Lv Yanfeng, deputy director of the Beijing Biennale Office of the Arts Center of the China Federation of Literary and Art Circles, Fan Yunpeng, vice consultant of the Liaoning Provincial Artists Association, Yang Xiaojing, deputy director of the Publicity Department of the CPC Panjing Xinlongtai District Committee, Gai Juan, vice chairman of the Panjing Municipal Federation of Literary and Art Circles，Meng Jian, vice chairman of the Panjing Municipal Artists Association and chairman of the Panjing Municipal Young Artists Association, Lao Yandong, vice director of the Publicity Department of the CPC Panjing Xinlongtai District Committee, Zhao Le, Curator of the Liaohe Art Musuem, Sun Bin, deputy director of the Xinlongtai District Culture Promotion Bureau, Hu Zetao, president of the Liaohe Fine Art Academy, Cui Pengcheng, chairman of the Liaohe Artists Association and members of the Presidium and all the members of the Panjing Municipal Artists Association, Panjing Municipal Young Artists Association, Panjing Municipal Oil Painting Society，Panjing Gongbi Painting Society, Liaohe Artists Association, Liaohe Calligraphers Association, Liaohe Photographers Association and people from all walks of life attended the opening ceremony. Several artists from the Democratic Republic of the Congo, Costa Rica, Greece, Seychelles and Venezuela also presented at the opening ceremony. This exhibition, as the second stop of the tour exhibition within China, represents that the Huimin Project centered on the collections of Beijing Biennales is carried out in an orderly way.

Deputy Secretary Tao Qin reviewed the development history of the Beijing Biennale since its initiation and pointed that: with the ratification of the State Council, the 1st Beijing Biennale in 2003 had already attracted 45 participating countries. In 2006, Beijing Biennale was listed as a key and renowned cultural activity under the National Culture Development Program in the Eleventh Five Year Plan. In 2008, the number of participating countries of the 3rd Beijing Biennale reached 81 under the theme of “Color and the Olympics”. The number of the 6th Beijing Biennale surpassed 90 and in the 7th session, it reached 100. So far, a total of nearly 4,000 artists have participated in it and millions of people visited the exhibition, making it the first and only art exhibition with more than 100 participating countries at a single event in the world. It not only represents a milestone in the growth of numbers, it also can be regarded as the recognition and positive response to the system of the Beijing Biennale from different countries all over the world.
Vice chairman of the Liaoning Provincial Artists Association and chairman of the Panjing Municipal Artists Association Zhao Shijie is delivering speech
Zhao Shijie, vice chairman of the Liaoning Provincial Artists Association and chairman of the Panjing Municipal Artists Association strengthened that: the Beijing Biennale has become the frontrunner among the biennales in the world with ever growing international popularity and influence, making great contributions to promote the revival and rise of China’s culture and art, improve the cultural confidence and strengthen the cultural consciousness. In 2013, President Xi Jinping put forward the “Belt and Road Initiative”, which struck an overwhelming response and a warm chord from the international community. The 7th Beijing International Art Biennale in 2017 chose “The Silk Road and World Civilizations” as its theme, pushing the Chinese culture to the international arena, which serves as a high-level cultural responsibility in the new era. We firmly understood that international exchange is the best way to promote the excellent traditional Chinese culture while further studying and implementing the important remarks and spirits of President Xi at the National Conference for the Representatives from Literary and Art Circles. We are expected to learn the successful practice of Beijing Biennale. The exhibition of collections of Beijing Biennale at the Liaohe Art Museum is a great driving force for the development of artistic career in Liaoning Province and provides international connection between different places. We are now entering into a new era featured by share and integration. The communication, share and mutual upgrading within the literary and art circles in China will facilitate China’s art and culture to climb to a new international summit and open a new chapter.

Shu Ran,vice secretary of the CPC Xinlongtai District Committee put forward that: Beijing International Art Biennale, as a contemporary international platform for art and culture exchange, has always followed its principle of focusing on paintings and sculptures, respecting the cultural diversity of the world and gained recognition and positive participation of artists from different countries. The exhibition under the theme of “A Dazzling Shine under the ‘Belt and Road Initiative’” is supposed to carry forward the spirit of the Silk Road and advocate mutual exchange and interaction of world civilizations, promote the construction of the “Belt and Road Initiative” by means of contemporary art, promote the realization of the common dream of mankind to pursue peaceful development. Under the brush of participating artists, a bright moon high above the ancient path vibrating with the sound of Sanskrit tell the story of mutual exchange and common development. The exhibition presents a splendid artistic feast for all those art lovers with artworks in different styles. We expect to improve people’s cultural competence, cultivate talent in art and promote the prosperity for artwork creation through such an exhibition with high quality.

207 pieces of artworks from China and foreign countries are exhibited at the tour exhibition in Panjing, including 166 pieces of foreign countries and 41 pieces of Chinese works from 51 countries all over five continents. Duration of the exhibition is from March 16 to April 16. Presentation of those excellent artworks from all over the world will further develop the city’s international cultural perspective.
Since 2003, the organizing committee of Beijing Biennale has cumulatively accepted more than 539 pieces of paintings and sculptures of more than 500 artists from 76 countries. These donated works have become the largest contemporary foreign art collection with the highest quality and richest variety. It is an art treasure that broadens the horizon of the domestic artists and enthusiasts with high researching and displaying value. It will be a long-term project to explore and develop the art mine of the Beijing Biennale. On the one hand, it provides both quantity and quality insurance of the exhibits for Chinese and foreign art exchanges. On the other hand, it also plays an irreplaceable role in continuously publicizing the Beijing Biennale and enhancing its world reputation. Of course, the artists themselves have broken through the time limit of the exhibition so that their works can be continuously promoted.
